In order to maintain and protect critical areas, environmental information will be required to evaluate a development proposal. Special reports required under this chapter shall be submitted to, accepted and approved by Clallam County for regulated uses when required by this chapter for the protection of a critical area.

The applicant shall pay for or reimburse the County for the costs incurred in the preparation of special reports or tests and for the costs incurred by the County to engage technical consultants or staff for review and interpretation of data and findings submitted by or on behalf of the developer or applicant. Technical assistance fees are required under Chapter 3.30 CCC, as now or hereafter amended. In such circumstances where a conflict in the findings of a special report and the findings of the County in review of the special report exists, the applicant or affected party may appeal such decisions of the County pursuant to the procedures in this chapter and Chapter 26.10 CCC, Consolidated Development Permit Process Code.
