The Board of Commissioners shall by ordinance adopt its own rules and organization. The Commissioners shall elect one of their members as chair who shall preside at all meetings of the Commissioners. The Commissioners shall meet regularly, at least once a week and shall adopt, by ordinance, rules and procedures designating the time and place for the conduct of their meetings and the manner of introduction, consideration, adoption and publication of the ordinances. Meetings of the Commissioners shall be open to the public and a public record shall be kept of each meeting and the votes taken therein. The records shall be kept in the form prescribed and shall be accessible as provided by ordinance and law. The Commissioners may appoint staff as they deem necessary to assist them in the performance of their duties.
