To meet a public emergency affecting life, health, property or the public peace, an ordinance may be passed which shall be effective when approved by the Commissioners. Such an emergency ordinance shall in a separate section state the facts creating the emergency. The provisions of every emergency ordinance shall cease to be effective as of the 61st day following the date of its enactment and shall not be reenacted as an emergency ordinance. Emergency ordinances shall not be subject to referendum.
