This chapter shall take effect (i.e., the effective date shall be) 90 days from adoption of the ordinance codified in this chapter. The existing Chapter 13.04 CCC which is repealed and replaced by the ordinance codified in this chapter shall remain in full force and effect until the effective date of the ordinance codified in this chapter. The new rates shall take effect upon the first day of the first month following the adoption of the ordinance codified in this chapter.
