Any application for a land division filed and accepted as a complete application prior to the effective date of this title may utilize the standards for private road improvements as found in Chapter 29.30 CCC in lieu of previous road standards. Within thirty (30) days of notification of this option by the Administrator, and prior to expiration, the applicant must declare in writing which road standards will apply to his/her application, or the previous road standards shall apply.
