(1) Uses and developments that were lawfully established prior to the effective date of this Program should continue to exist along shorelines regardless of whether the use or development fully conforms to the standards set forth in this Program. If such use or development that predates the effective date of this Program is located in a hazardous area (as that term is defined in Chapter 35.55 CCC) or is causing any environmental adverse impacts, then the County should encourage and ensure timely permitting of the relocation or reconstruction of the use or development to ameliorate the hazard/impact.
