(1) In accordance with RCW 90.58.020, the County shall manage shorelines of statewide significance in accordance with this chapter and in accordance with the Program as a whole. Preference shall be given to uses that are consistent with the statewide interest in such shorelines. Uses that are not consistent with this chapter or do not comply with other applicable policies and regulations of this Program shall not be permitted on shorelines of statewide significance.

(2) In managing shorelines of statewide significance consistent with the policy contained in RCW 90.58.020, the County in developing, amending, and administering this Program, shall give preference to uses in the following order of preference which:

(a) Recognize and protect the statewide interest over local interest;

(b) Preserve the natural character of the shoreline;

(c) Seek long-term benefits over short-term benefits;

(d) Protect the resources and ecology of the shoreline;

(e) Increase public access to publicly owned areas of the shoreline;

(f) Increase recreational opportunities for the public in the shoreline; and

(g) Provide for any other element as defined in RCW 90.58.100 deemed appropriate or necessary.
