(1) Pursuant to RCW 90.58.190 and 36.70A.280, a decision by the Clallam County Board of County Commissioners to amend this Program shall not constitute a final appealable decision until the Department of Ecology has made a decision to approve, reject, or modify the proposed amendment. Following the decision of the Department of Ecology regarding the proposed amendment, the decision may be appealed to the Western Washington Growth Management Hearings Board.
