Monies deposited in such fund shall be used solely for the purposes authorized by the laws of the State of Washington including providing new or expanded substance use disorder or mental health treatment services, the operation of new or expanded therapeutic court programs, the modification of existing facilities to address health and safety needs necessary for the provision, operation, or delivery of substance use disorder or mental health treatment programs or services. “Programs and services” includes, but is not limited to, treatment services, case management, transportation, and housing that are a component of a coordinated substance use disorder or mental health treatment program or service.
